New Mexico runs a statewide code through the Construction Industries Division: 14.7.2 and 14.7.3 NMAC adopt the 2021 IBC and 2021 IRC, effective July 14, 2023, with ASCE 7-16 behind the load maps. The state publishes no single table of design values and leaves snow, wind and seismic figures to the authority having jurisdiction, so a Carlsbad number and a Taos number look nothing alike. The values below are published code references, not ratings of what we supply, and the values that govern are always the ones mapped at your address.

Wind (dominant at most sites)
Albuquerque Building Safety lists a 115 mph 3-second gust design wind speed, and IBC 1609.3 requires mountainous terrain and special wind regions to be checked separately for higher local speeds.
Snow (governs in the north)
the UNM ground snow database (Maji, 1999, NM Dept of Public Safety) records roughly 10 psf at Las Cruces and 24 psf at Albuquerque, against 35 psf at Los Alamos and 86 psf at Red River.
Seismic (Rio Grande rift)
the 2021 NMRBC amends IRC Table R301.2 footnote f so the authority having jurisdiction sets the seismic design category from R301.2.2.1 or the USGS Design Values for Buildings tool, not a statewide number.

NMRBC R403.1.4 sets a 12 inch statewide minimum footing depth and Albuquerque Building Safety lists 16 inches, with colder northern jurisdictions deeper. The NM Bureau of Geology notes collapsible soils on valley margins.

Almost always, yes. New Mexico runs a statewide code and the Construction Industries Division issues the permit unless your city or county operates its own certified building department, as Albuquerque, Santa Fe, Rio Rancho and Las Cruces do. The residential code exempts one-story detached storage sheds up to 200 square feet, but Albuquerque sets that threshold at 120 square feet under its Uniform Administrative Code. Anything you would actually use as a shop, barn or warehouse needs a permit and stamped drawings.

How much does a 40x60 metal building cost with a slab in New Mexico?

Cost tracks the loads your site has to carry, and in New Mexico that varies more than in most states, because a frame engineered for Red River snow is not the same frame as one for Deming.
