The statewide minimum is the 2018 IBC and IRC with Oklahoma amendments, in force since September 14, 2021, and the OUBCC has adopted the 2024 editions from September 14, 2026, bringing ASCE 7-22 tornado provisions. mapped Risk Category II ultimate design wind speed sits broadly around 115 mph across Oklahoma, with higher values for Risk Category III and IV. Open terrain puts many sites in Exposure C, which raises design pressures (ASCE 7-16 via 2018 IBC, OUBCC).
Tornado and storm shelters
ICC 500 storm shelters are required in new Group E buildings wherever a 250 mph shelter design wind speed is mapped, which covers Oklahoma, and the OUBCC sets the trigger at an occupant load of 200 rather than 50 (2018 IBC Sec. 423; OAC Title 748).

Will a steel building survive a tornado in Oklahoma?

Ordinary Risk Category I and II buildings are not designed to full tornado wind speeds under the code, in Oklahoma or anywhere else, and no manufacturer can honestly guarantee a building against a direct hit. What is achievable is engineering to the mapped wind speed and exposure at your site with a detailed load path and correctly sized anchorage. From September 14, 2026 the 2024 IBC adds ASCE 7-22 Chapter 32, which requires Risk Category III and IV buildings in the mapped tornado-prone region, covering Oklahoma, to be designed for the greater of tornado or ordinary wind loads, on 1,700 and 3,000 year return periods. If you need protection for people, that is a separate ICC 500 shelter.

What is the difference between a weld-up metal building and a pre-engineered steel building?

Weld-up buildings are fabricated on site from tube or pipe by a local crew and are common across rural Oklahoma. A pre-engineered building is designed and fabricated in a plant to your site's specific wind, snow and seismic values, then bolts together on site from marked components with sealed drawings. The trade-off is usually engineering documentation, clear span capability and erection speed against local familiarity and flexibility.
