Oregon is a statewide code state: the Building Codes Division adopts one set of specialty codes and every jurisdiction enforces the same text, so the design basis does not vary by county. Commercial work runs under the 2025 Oregon Structural Specialty Code, based on the 2024 IBC, referencing ASCE 7-22, mandatory since April 1, 2026. We engineer each frame to the loads mapped at your site. The values below are published code references, not ratings of what we supply, and the values that govern are always the ones mapped at your address.

Seismic (the dominant load)
the Cascadia Subduction Zone runs offshore the length of the coast, so seismic rather than wind governs the lateral system across most of Oregon. Western sites routinely land in the higher seismic design categories (2025 OSSC 1613.2, ASCE 7-22).
Snow
the 2025 OSSC rescinded the state amendment pointing to the SEAO snow map, and Section 1608 now uses the ASCE 7-22 Design Ground Snow Load Geodatabase. Snow here follows elevation more than county, so two sites in one county can differ widely (2025 OSSC 1608, ASCE 7-22).
Wind
Oregon is not a hurricane-prone region. County basic design wind speeds for Risk Category II ran roughly 94 to 103 mph, with the coastal special wind regions about 120 mph and full Exposure D sites 135 mph (Oregon BCD Table 1609.3; 2025 OSSC 1609.3, ASCE 7-22).
Permitting
Oregon adopts and amends centrally, so a building for Bend follows the same code text as one for Beaverton. Section 105.2 exempts one-story detached unoccupied Group U structures up to 200 square feet, raised from 120; ORS 455.315 exempts qualifying farm buildings.
Foundation
the 2025 OSSC added an Oregon county frost line table at Section 1809.5, with depths from 12 inches in mild lowlands to 24 inches in colder, higher ones. A site-specific seismic hazard investigation is required where liquefaction or landslide risk exists (1803.3.2).

Oregon questions

How big of a building can you build without a permit in Oregon?

Under Section 105.2 of the 2025 Oregon Structural Specialty Code, a one-story detached unoccupied accessory structure of 200 square feet or less is exempt from a structural building permit, a threshold the 2025 code raised from 120 square feet. The residential code applies a similar 200 square foot limit for non-habitable detached accessory structures. The exemption covers the structural permit only, so electrical, plumbing and mechanical permits can still apply, and local zoning and land use rules apply at any size. Almost every practical metal shop, garage or barn is larger than that and will need a permit and engineered drawings.

Are agricultural buildings exempt from building permits in Oregon?

Oregon statute ORS 455.315 exempts qualifying agricultural buildings, agricultural grading, equine facilities and dog training facilities from the structural permit and plan review requirements of the state building code. You claim it through your local building department using the Building Codes Division farm and equine exemption request form. The exemption is structural only, so electrical, mechanical, plumbing and septic work still needs permits, and it does not cover dwellings or structures where more than 10 people are present at one time. Many owners still order stamped engineering because lenders and insurers ask to see it.

How much does a 40x60 metal building cost with a slab?

Cost depends on the loads engineered into the frame, which in Oregon means the seismic design category, the ground snow load mapped at your elevation and whether you sit inside a coastal special wind region, plus eave height, doors, insulation and the slab itself. A 40x60 on the Willamette Valley floor and the same footprint at 3,000 feet in the Cascades are not the same building. Do metal buildings in Oregon have to be engineered for earthquakes?

Yes. The Cascadia Subduction Zone makes seismic design a governing consideration across most of Oregon, and Section 1613.2 of the 2025 OSSC requires the seismic design category to be determined from ASCE 7 for your specific site. Oregon also adds its own modifications to ASCE 7 Chapter 12 that restrict certain steel moment frame systems in the higher categories, and the residential code reclassifies coastal parts of Douglas and Lane counties to Seismic Design Category D2. In practice this shows up in the bracing, the connection detailing and the anchor bolts, so it is engineered into the building rather than added afterwards.

What snow load does a steel building need in Oregon?

It depends entirely on where the building sits, and Oregon recently changed how this is determined. The 2025 OSSC rescinded the older state amendment that pointed designers to the Structural Engineers Association of Oregon snow map, and Section 1608 now uses the ASCE 7-22 Design Ground Snow Load Geodatabase. Ground snow load in Oregon is far more sensitive to elevation than to county, so a valley floor site and a site a few thousand feet higher in the same county can be very different. Do metal buildings hold up in Oregon's rain and coastal air?

Steel panels shed water rather than absorbing it, which suits a climate where western Oregon can see rain through much of the winter. The panel finish carries a 25 to 40 year finish warranty depending on the system specified. Coastal sites in Clatsop, Tillamook, Lincoln, Coos and Curry counties need more attention to coating selection and fastener choice because of salt air, and those counties also fall inside Oregon's coastal special wind regions, so they carry a higher design wind speed as well.
