There is also no single statewide building department in Texas. Codes are adopted and enforced city by city, county authority in unincorporated areas is limited, and the coast runs a separate windstorm program on top of the local code. Texas codes & weather

Texas has no single statewide building department. State law sets a floor by adopting the IBC and IRC as the municipal codes (Texas Local Government Code 214.216 and 214.212), but most large cities adopt newer editions by ordinance, and the Texas Department of Insurance runs a separate coastal windstorm program. We engineer each frame to the speed and exposure mapped at your site. The values below are published code references, not ratings of what we supply, and the values that govern are always the ones mapped at your address.

Wind (the dominant load)
basic wind speeds run broadly 105 to 115 mph across most of inland Texas for Risk Category II, climbing through the coastal plain to roughly 140 to 150 mph at the Gulf shoreline. These are ultimate 3-second gust values (ASCE 7-16/7-22, IBC/IRC, TDI).
Coastal windstorm certification
the 14 first-tier seacoast counties, plus Harris County east of Highway 146, form the designated catastrophe area, where a WPI-8 certificate is required for TWIA coverage. From April 1, 2026 applications must certify to the 2024 IRC or IBC (TDI).
Permitting
there is no statewide building permit or single enforcement agency. Inside city limits your municipality enforces its adopted code and may adopt editions newer than the statutory reference in Texas Local Government Code 214.212 and 214.216, after a public hearing.
Snow and roof live load
ground snow is light, at or near 0 psf through Houston, San Antonio and El Paso, around 5 psf near Dallas, and roughly 15 to 20 psf across the South Plains and Panhandle (ASCE 7-22). Outside the Panhandle the 20 psf IBC roof live load usually governs.
Foundation and soils
frost is minor, and footing depth follows the local figure in IRC Table R301.2. The real driver is expansive clay, from the Blackland Prairie belt through Dallas, Austin and San Antonio to the Houston Black vertisols. Seismic hazard is low, so wind governs.

Do I need a permit for a metal building in Texas?

It depends entirely on where the building goes. Inside city limits you will almost always need a permit, and your municipality will review the plans against the code edition it has adopted. In unincorporated areas county authority is limited and permissive, so counties such as Harris, Bexar and Tarrant run building departments while many rural counties require little beyond floodplain or septic approval. Check with your city or county before you order, and note that coastal sites carry a separate windstorm requirement on top.

How much does it cost to build a metal building in Texas?

Cost depends on size, eave height, the wind and snow loads mapped at your site, insulation, doors and how much of the work you contract out. Is it cheaper to build or buy a metal building?

A pre-engineered steel package is normally more economical than fabricating a comparable structure from scratch on site, because the frame is engineered and cut in a controlled plant and arrives ready to bolt together. That gap widens in Texas, where a Gulf coast or open West Texas frame carries materially more steel than a sheltered inland one and on-site fabrication rarely prices that spread accurately. Where you still spend is on the foundation and erection, which in the Blackland Prairie clay belt is often the larger number. Do I need windstorm certification for a steel building on the Texas coast?

If your site sits in the designated catastrophe area, a WPI-8 certificate of compliance is required for Texas Windstorm Insurance Association coverage. That area is the part of Harris County east of Highway 146 plus 14 first-tier seacoast counties: Aransas, Brazoria, Calhoun, Cameron, Chambers, Galveston, Jefferson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio and Willacy. The structure must be engineered and inspected to the windstorm code the Texas Department of Insurance has adopted, which moves to the 2024 IRC and IBC for applications from April 1, 2026. We provide stamped Texas engineering and the drawings your appointed inspector will ask for.

Are steel buildings good for Texas hail and heat?

Texas records more damaging hail than any other state, and the building codes do not map a hail load the way they map wind and snow, so impact resistance comes down to panel gauge, profile and finish rather than a code figure. Heavier gauge panels and standing seam roofs generally perform better than thin corrugated sheet. For heat, insulation and ventilation matter far more than the frame itself, and the panel finish carries a 25 to 40 year warranty against the fading and chalking that Texas sun causes.

How do steel buildings handle Texas clay soil?

The steel frame is not the issue, the foundation is. Expansive clay through the Blackland Prairie and the Houston Black soils on the coastal plain shrink and swell seasonally and will move a slab that was not designed for it. We supply column reactions and anchor-bolt layouts so your local engineer can design a slab, pier or grade beam system suited to the soil report for your site. A geotechnical investigation is money well spent anywhere in those belts.
